Tim Lee makes the 1980s power-pop underground—the Dream Syndicate, the Rain Parade, and his own ’80s band the Windbreakers—seem relevant again with his third Knoxville-based album. More coherent than 2002’s Under the House, Concrete Dog is a 40-minute slab of hooks and crunch, reaching a climax with the downbeat, widescreen travelogue, “Greyhound From Jackson.”
